HARARE – President Emmerson Mnangagwa took time off his annual leave to redeploy Public Service Minister July Moyo to Energy and Power Development with Edgar Moyo also shifting portfolio to take up the public service ministry.
The mini-cabinet reshuffle was announced in a Friday statement by the Chief Secretary to the President and cabinet Martin Rushwaya who said the “re-assignments are with immediate effect”.
In another announcement, Mnangagwa also appointed Fulton Mangwanya as new Director General, President’s Department, Mangwanya takes over from Isaac Moyo who has been removed as the spy chief.
No reasons were given around the decision.
July Moyo, a top ally to Mnangagwa, has been cabinet minister since the Zimbabwe incumbent was elected President in 2018, months after he muscled his way to the country’s top job via a military coup.
The veteran politician makes a return to the portfolio having in July 2000 been appointed to the same ministry by then President Robert Mugabe. Moyo held the position until February 2004.
Edgar Moyo, on his part, became minister in September 2023.
Mnangagwa’s ministers have come under fire from Zimbabweans for continued failure to invest workable solutions to lift the living standards of a crisis-weary population.
Mnangagwa, who is currently on his annual month-long vacation he began 31 December 2024, has also been criticised for recycling the same underperforming ministers.
